The report outlines the recommendations given by a working group with representatives from the Ministry of Defence, HQ Defence Command and FFI on FFI’s: • role as a strategic adviser to the political and military leadership • support to defence operations, evaluation of exercises and experimentation • assistance to materiel programme planning, acquisition projects and operating and maintenance The competence needed at FFI to fulfil these functions is outlined. The Appendix describes the R&T policy in Sweden, the Netherlands and UK.
