In 2019 the agencies under the Ministry of Defence (MoD) were tasked with efficiency improvements of approximately NOK 1.9 billion by the end of 2024. In order to identify what measures have to be taken by the agencies to obtain the needed efficiency improvement, we assess the agencies’ ability to plan, perform and evaluate improvement and efficiency initiatives. This is done through an analysis of 9 parameters where organization maturity for efficiency is measured.
The evaluation of the Norwegian Armed Forces consists of maturity assessments of 9 of its 14 departments and how they are able to plan, perform and evaluate improvement and efficiency initiatives. There are substantial variations in the maturity level of the 9 departments. The maturity level seems to follow a pattern of earlier improvement and efficiency efforts. Departments that have a track record of earlier improvement initiatives usually score higher than those with less experience. Common for nearly all departments and the Norwegian Armed Forces as an agency are low scores on parameters indicating ability to carry out and follow up on improvement and efficiency initiatives. The parameters for planning are slightly higher, but still on the lower end of the scale. The overall results indicate a scarcity of abilities to perform efficiency improvements in a successful manner.
The Norwegian Defence Materiel Agency (NDMA) has since its establishment in 2016 worked to improve the organizational maturity on many of the aspects the assessment tool is measuring. NDMA scores higher than other agencies on parameters measuring planning abilities, but do not stand out on parameters measuring the ability to perform and follow up improvement and efficiency initiatives. Mapping and evaluation are two parameters where NDMA underperforms compared to other agencies.
The assessment of the Norwegian Defence Estates Agency (NDEA) indicates an agency with a relative high level of maturity on improvement and efficiency initiatives. NDEA scores high on parameters and indicators associated with the ability to map and plan initiatives, but scores low on parameters indicating ability to perform and follow up improvement and efficiency initiatives. NDEA reaches their highest score on the parameter measuring process and tools. Management and communication are two parameters where NDAE underperforms compared to other agencies.
Deloitte conducted the maturity assessment of FFI, which describes an organization with limited experience in efficiency improvements. This is further confirmed by general low scores on all indicators, especially indicators measuring planning and process and tools.
The results of the maturity assessments confirm the impression of lacking standardization of methods, processes and tools used for productivity growth and increased efficiency in the defence sector. The findings in this report can shed light on areas of improvement in each department and should also prove to be helpful in identifying best praccetis for each step in the process of efficiency improvements.
